Vacancy Announcement for ASEAN consultant

The Food and Drug Department (FDD), Ministry of Health (MOH), Lao PDR has been granted by the Global Fund to Fight Aids, TB and malaria (GFATM) to implement the Regional Artemisinin Resistance Initiative project (RAI), 2014-2016, is seeking an appropriately qualified consultant to assist in drug evaluation in terms of ASEAN Guidelines. This position is located at the FDD, Ministry of Health, in Vientiane and is a short term contracted position for a 14 days period.  This is a vacant position and recruitment is sought as soon as possible.

Qualifications and required experience:

1. Advanced Master degree in Pharmaceutical Sciences or Public Health or other field,
2. 10 year experiences in related field, especially in Drug Evaluation and Drug Registration in her/his country.
3. Understand the main processes and methods of work relating to the position, especially the application of ASEAN and ICH guidelines.,
4. Excellent knowledge on ASEAN Common Technical Dossier and ASEAN Common Technical Requirement (ACTD/ACTR) ,
5. Ability to analyze and resolve problems carefully and logically
6. Research best practices and support team work
7. Understand Lao language would be an advantage.

Duties and Responsibilities

In coordination with the FDD team and in close collaboration with the FDD Manager for the RAI, the consultant has to:

1. Provide knowledge to FDD staff on the drug evaluation for registration following ASEAN guidelines and ACTD/ACTR,
2. Work closely with the FDD staff  to assist in drug evaluation at the Food and Drug Department , for a five working day, provisionally the third week of November 2014,
3. To be the main lecturer in the meeting  on implementing the ASEAN Guidelines with regulators and industries, in Vientiane City, on the last week of November 2014,
4. Advise the Food and Drug Department on further improvement in the area of drug registration to move towards AEC 2015 and beyond,
5. Make a full report at the end of the mission at FDD, Lao PDR, to be submitted to GFATM.
